api_docs: Make events collapsible in API documentation.

This PR intends to complete the work started in #19595. It changes the UI of API documentation to make the documentation of events collapsible.

Self-review checklist

• Self-reviewed the changes for clarity and maintainability
  (variable names, code reuse, readability, etc.).

Communicate decisions, questions, and potential concerns.

• Explains differences from previous plans (e.g., issue description).
