- Github doesn't send a webhook if a workflow has a startup failure, so the job looks like it stays pending forever.
- Backfill the workflow runs by querying for queued jobs in rockset, querying the github api, and filling it in if the github api returns that the job has completed
- Imitates the error handling in fixing backfillJobs.mjs script, skipping entries that are too old to be retrieved in GH API #4807 (not sure if this is needed)
