Reflect order of config files in (web-) interfaces to allow further structuring in future.

The ConfigParser now uses the order defined in default.conf as well as the plugin configuration order.
This may help to create clearer configuration menus.
TODO: Add elements to explain and document a group of settings
This type has no value and only it's will be printed.
Together with an ordered config file this can be used to explain a group of settings.
For the default webinterface, this type will consume two columns.

My commit 20facaf shows the way to use of ordered dictionaries.
You may or may not use it. :)

I'm always open to feedback!

Something very similar is already implemented in 1.0.0 branch, we can't merge it into stable unfortunatly.
