Also make a copy of https://github.com/microsoft/onnxruntime/blob/main/tools/ci_build/github/azure-pipelines/publish-nuget.yml .
You may move the original content into a template, the reference it from two places.
Then we will have two nightly nuget publish pipelines. One for CUDA 11, one for CUDA 12. They all should be auto-triggered every day.

Can we merge this PR first to make the CG issue pass? I will create a separate PR to trigger, nightly.

Also, should the nightly CUDA 12 triggered from "Zip-nuget-java pipeline" or just "Nuge-cuda-packaging-pipline"?
