What does this PR do?
As reported in #29942, there are three Whisper FA2 tests that consistently fail on
main. These tests are "flaky", in the sense that they'll pass 15 times out of 20.Rather than marking them with the
flakydecorator, which would re-trigger the tests a certain number of times, we increase the threshold by a factor of 2x. In a repeat of 20 tests, the tests pass all 20 times.
