The MikroTik BT5 integration requires that your MikroTik BT5 devices has MikroTik Beacon enabled. This can be done within the settings portion of the MikroTik Beacon Manager mobile application on both Android and iOS.

Would it make sense to place this section before the list of devices?

I think device list fits better it it is right under "Suported devices".
Since MikroTik packet format should be enabled by default, app configuration side-note is not as important.

It depens on https://www.home-assistant.io/integrations/bluetooth/ supported devices.
Any bluetooth adapter that can receive other BLE advertisements, like Eddystone or iBeacon, will work.
