Changes file

Hi Nick! It'd good to have a changelog file, what do you think? I see zef releases are quite frequent ...

It couldn't hurt, but I also don't think we really have the tooling to make that job as easy as possible for e.g. me. I do keep a record of such changes in https://github.com/ugexe/zef/releases but that doesn't involve me having to add a correctly formatted time stamp, redundant version strings, etc. I suppose when that job can be made easier for me (or whomever does zef releases) its perfectly reasonable to include.
