Fix Approved publishing date options for CMS Portlet lifecycle #2476

Is your feature request related to a problem? Please describe.
In Portal v4, in the UI you were able to schedule the times for CMS portlet to be published and expired in the Approved step. Currently, the Approved step now only has the Published Started date. We then need to wait until that day or later so the Portlet can transition its lifecycle to Published and then we can schedule the Expiration date and time. This now requires double the work since our most often use case for CMS portlets lifecycle changes is to use the UI for a few "sponsored ads" that change a couple times a week.

Describe the solution you'd like
Please revert the Approved's options so we can schedule both the publishing and expiring datetimes at the same time as in Portal v4. See attached screenshots for the differences.
