[optimization] CCL Allgather - short-circuit worker <-> worker communication

For smaller tensor sizes, where each full ring index of input tensor can be stored entirely within the sender/receiver CBs, combine the receiver/sender workers into a single worker core. This will reduce e2e latency and thus performance, especially for smaller tensor sizes.
