Improve worker instantiation:

How many
- and indirectly, num EDM channels
Noc locations
- Completely unoptimized
Noc selection
EDM buffer sharing
- For smaller transfers, we can have multiple workers write into the same erisc l1 buffer (different offsets), so erisc has less send overheads
