[BUG] Rancher 2.8.3 Airgap, rancher images mismatch

• Rancher version: 2.8.3

Describe the bug
I'm trying to have an airgap bundle to install Rancher 2.8.3.
Following instructions lead to download a script that will use https://github.com/rancher/rancher/releases/download/v2.8.3/rancher-images.txt.

After installing Rancher 2.8.3, the available K8S list version will be different than the ones that are available in rancher-images.txt or described in rancher-rke-k8s-versions.txt, leading to errors when installing a cluster:

To Reproduce
Follow airgap instructions:

• create airgap bundle
• install rancher 2.8.3 on an airgap environment
• create a custom cluster and list the available versions and compare with the release artefacts
• if one wants to, proceed with install and check the failed download

Expected Result
Clear documented process and correct artefacts list
