Auto close an unstable issue if the jobs it refers to are not unstable anymore #4996

This is a small QoL feature to close an unstable issue automatically if the jobs it refers to are not unstable anymore, The condition could be defined as having the last N consecutive green signals. The idea is that we want to move the signal back as early as possible to avoid other issues from sneaking into trunk.
