Gather some stats about triaging issues on PyTorch #4930

Chatting with @albanD, we want to answer some questions about how issues on PyTorch are triaged. Specifically, the initial list includes:

  1. How many issues that end up with mps + high priority are created every month? Grouped by modules.
  2. How long does it take on average week per week between an issue being opened and the triaged label being applied to it?

Tasks:

  1. Check if all the data we need are on Rockset @huydhn I think the data is all there, need to double check if adding the label events are there
  2. Write the Rockset query. Initially, results can be on CSV

Thoughts:

This looks useful for PyTorch RelEng and ExecuTorch too (@guangy10)
