Create a set of issue templates in this repo to help those that are first contributors, but at same time, allow for quick create for existing contributors.

@pkbullock Are you talking about issue templates like this: Configuring issue templates for your repository?

I don't see Settings tab for this repository, does it need higher permissions on the repository?
