[BUG] Explore page empty when Machine Learning is disabled

The bug

When Machine Learning is disabled the Explore page doesn't work properly.
Before it was possible to access Recently Added and other categories from there, now there's only an empty page.

Reproduction steps

1. Disable Machine Learning by removing the container from docker-compose.yml
2. Add IMMICH_MACHINE_LEARNING_ENABLED environment variable, set it to false
3. Disable Machine Learning in Settings
3. Check Search and Explore from Web

How long has it been since you updated Immich? The buttons for videos, etc. were removed after we removed Typesense. The Explore page currently only has the People and Places sections.

I update Immich every time there's an update.
This specific issue appeared on v1.91.2, the Explore page is in this state since then.
If there's noting to see here anymore when Machine Learning is disabled maybe it makes sense to be able to hide this section?

Oh and yes, I keep turned off the Map Settings too.

I'm wondering if there should be a manual switch to disable it to if it should automatically be disabled if machine learning and the map (because it shows places on this page) are disabled. It would be super easy to PR this.
