Issue description

The splash screen background remains opaque despite enabling the Project Settings > Display > Window > Transparent option, the Project Settings > Display > Window > Per Pixel Transparency option and adjusting Project Settings > Application > Boot Splash > BG Color to (0, 0, 0, 0).

Steps to reproduce

enable "Transparent" option

enable "Per Pixel Transparency" option

adjust "BG Color" to (0, 0, 0, 0)
