no bulk edit when workflow active

Description of the issue

It seems that when Workflows are activated one can not multi-select in list or report view and bulk edit records.

frappecloud v15

Steps to reproduce the issue

1. Create a workflow on e.g. Project
2. Go to Project List View or Project Report View
   3.Select several records and go to "Actions" in button in right corner -> see that there is no "Edit" Option
3. Disable Workflow and repeat steps above to see that "Edit" option returns.

Observed result

Bulk Edit not possible as option is hidden

Expected result

"Edit" Option should show
