release.sh: cross platform support? Convert to Python script? #85

Currently release.sh works fine on Linux and OSX.
On Windows users need to use something like WSL.

I'd like to have a cross platform script so the options are:

implement the same script in PowerShell
convert the current script to Python 3 (+ add install instructions for each OS?)
