Describe the bug

Now that Cinny suspends to the tray it should detect if it is already open, and if so bring the existing instance to the foreground.
Because it does not do this every time I click on the pinned Cinny icon in the taskbar when I have it closed I instead launch a second copy of the app and was collecting instances.

Reproduction

Open Cinny a second time when one is already closed to tray.

Expected behavior

Cinny's exe launches, detects another copy is running, brings that copy to the foreground and then closes.

Additional context

I use Cinny as a portable application so I have uninstalled it but keep Cinny.exe in a folder elsewhere and that is what my shortcuts link to.
