Requirements

Show ShopLists and their amounts under a BudgetCategory
Show PlanProjects and their amounts under a BudgetCategory
ShopItems can have a ShopListID OR a PlanProjectID, not both
ShopItem can have due dates/purchase after for PlanProject planning

thequailman added the module=budget label

vault-candid-development bot removed the module=budget label
