As a user, I want to track my household members using their location so I can see where they are and get alerts when they leave

I think this has profound privacy issues and am not sure I want to implement it. Leaving this issue open for folks to comment. Something like Home Assistant has more of a reason to do this anyways.

Requirements

• As a user, I want Homechart to know my location so it can do interesting things with it #214
• Can see household members on a map
• Can create geofencing locations and gets alerts when folks enter/leave
