This should already be possible via the XKB_DEFAULT_LAYOUT env var.

Hm, also runtime, like you adjust the var and start a new wayland "client"? Doesn't seem to work for me.

No, this is only on startup, and there is no way to change it dynamically.

It might be that I'm looking for the equivalent of setxkbmap in Wayland. -- oh, is that what's not actually possible?
