The action deploy docs to nightlies was not executed for serveral versions #4551

We previously included a step in the document release process to deploy documents to nightlies. But it isn't performing correctly. It was skipped.

For example, our last release 0.45.1:

This action is triggered by a push main action, not the one we push tags. In fact, docs workflow didn't emit on tags, we should fix it.
