新增模型VideoCrafter

任务描述

任务背景

VideoCrafter是一个用于制作视频内容的开源视频生成和编辑工具箱，目前支持Text2Video和Image2Video两个任务。

完成步骤

模型、代码已经开源。
根据开源代码进行网络结构转换，推理代码构建代码链接。
推理和gradio需要能够正常跑通。
提交代码PR到PaddleMIX。
